Special Recruitment of Assistant Engineer (Civil) in Group-B of Orissa Engineering Service for S.T. candidates (Backlog vacancies) under Works Department.

Applications in the prescribed form are invited for the following posts:

Assistant Engineer (Civil): 17 Posts (Scheduled Tribe 17 (6 – Women))
Pay band of Rs.9,300-34,800/-carrying the grade pay of Rs.4,600/- with usual allowances sanctioned by Government of Orissa from time to time.

Qualification: hold a Degree in Civil Engineering from an Indian University or a Diploma in Civil Engineering from an Indian Engineering College; or be an Associated Member of the Institution of Engineers Civil (India), or hold a degree or Diploma in Civil Engineering from one of the Universities or Civil Engineering Colleges in the United Kingdom enumerated in the Appendix-I to this advertisement or have passed one of the examinations mentioned therein.

Age: A candidate must be above 21 years and below 37 years (relaxable limit of 5 years included) of age on the 1st August, 2009.

Eligibility Conditions :
(a) (i) The candidate must be a citizen of India;
(ii) The candidate must be of (a) good moral character, and (b) sound health, good physique and active habits and free from organic defects or bodily infirmity (except the Physically Handicapped);
(iii) The candidate should be able to speak, read and write Oriya and should have passed with Oriya as a language subject in the Middle English School standard or any equivalent examination, or has been declared to have passed a test in Oriya language equivalent to the Middle English School Standard conducted by the School & Mass Education Department of Government of Orissa;
(iv) A candidate, who has more than one spouse living, will not be eligible for
appointment unless the State Government has exempted his/her case from operation of this limitation for any good and sufficient reasons;
(v) Government servants, whether temporary or permanent, are eligible to apply provided that they possess the requisite qualification and are within the prescribed age-limit as provided under Para-3 and 4 of the advertisement. They must inform their respective Heads of Offices in writing regarding submission of their applications for this recruitment and obtain “No Objection Certificate”;
(vi) A candidate will not be eligible for consideration if, at any time, he/she has beendebarred by any State Public Service Commission or U.P.S.C. from appearing at any examination/ interview;

(vii) Only those candidates, who fulfil the requisite qualification and are within the prescribed age limit etc. by the closing date of receipt of application, will beconsidered;
(viii) The period of probation is two years with effect from the date of appointment.
Government may extend the period of probation in any particular case.
(b) Every candidate selected for appointment shall be examined by the medical board.A candidate, who fails to satisfy the medical board, shall not be appointed.

Other Conditions :
(I) Candidates are required to submit along with the applications:-
(a) One passport size copy of recent photograph pasted at appropriate space of the short  application form and the second one pasted on the right hand corner of the first page of the Long application form and the third one stitched to the long application form. All the three copies of the photograph should be identical;
(b) Acknowledgement card (supplied by OPSC) mentioning present postal address, application form no., advertisement no. etc. and affixing postage stamp of Rs.6/-;
(c) Certificates of character and conduct from the Principal/Proctor/Dean or Professor in charge of a Department of Teaching of the College or University in which he/she last studied.
(II) (a) A candidate found guilty of seeking support for his/her candidature by offering illegal gratification or applying pressure on any person connected with the conduct of the recruitment process or found indulging in any type of malpractice in course of the selection or otherwise, shall, in addition to rendering himself/herself liable to criminal
prosecution, be disqualified not only for the recruitment for which he/she is a candidate, but also may be debarred, either permanently or for a specified period, from any recruitment or selection to be conducted by the Commission;
(b) The provisions of the Orissa Conduct of Examination Act 1988 (Orissa Act-2 of 1988) are applicable to the examination conducted by the Orissa Public Service Commission. (III) Applications (both Short & Long) found to be incomplete in any respect are liable for rejection without entertaining any correspondence with the applicants on that score;
(IV) Admission to examination/viva voce will be provisional. If on verification at any stage before or after the examination/viva voce, it is found that a candidate does not fulfil all the eligibility conditions, his/her candidature will be liable to rejection. Decision of the Commission in regard to eligibility or otherwise of candidate shall be final.
(V) This advertisement should not be construed as binding on the Government to make appointment;
(VI) Concessions meant for S.T. by Birth are admissible to the Scheduled Tribe of Orissa only;
(VII) Candidates are required to take due care to annex with the applications, the copies of certificates and other documents as stated under Para-9 of the advertisement and mention the total number of the annexed documents at the appropriate place of Annexure-I of the Long application
form;
(VIII) No one will be admitted to the examination unless he/she holds a certificate of admission issued by the Commission;
(IX) All persons appointed under the Government of Orissa on or after 1st January, 2005 shall not be eligible for pension as defined under sub-rule(1) of Rule-3 of the Orissa Civil Service (Pension) Rules, 1992; but shall be covered by the defined Contribution Pension Scheme in accordance with the Orissa Civil Service (Pension) Amendment Rules, 2005;
(X) Mere empanelment in the select list shall not confer any right for appointment unless the Government is satisfied after making such enquiry as may be deemed necessary that the candidate is suitable in all respects for appointment to the service.
(XI) The physical requirement & categories of disable suitable for the post are mentioned in the enclosed (Appendix-III).
